It appears to be an issues with Windows update 2004 and Webroot, issue is not present on 1909 devices.
When disabling that, chrome works just fine, when enabled, not so much. But as we only have that installer ready in several thumbdrives, it was easier to solve the issue for approx 800 users (we scheduled users over the past few days)

You will be prompted restart Chrome by clicking Restart Chrome after updating. After the update my Chrome or any other application do not respond even though I am connected to my router as usual.
We removed the AV and reboot then re-installed the AV with Sophos AV free (for home users). Doing so will take you to the update page if there is an update available for Google Chrome, it will automatically install. As you may already have noticed that removing and re-installing Chrome does not always work. First, close Google Chrome and remove all background processes from the utility. Even after a hard reset if the chrome won’t open then you can try to completely uninstall it from your Mac device. Step 1: Open Google Chrome, tap on the three-dot menu at the top. Completely Uninstall Google Chrome on Mac OSx. So when Google Chrome does not respond in Windows 10, you can clear the browsing history, cache, and cookies for your browser. One of the common issues we saw was that it is AV causing some issues as one of the common things we did was to remove the installed AV. After deleting the Default folder relaunch the Google Chrome and you will get a fresh Google Chrome. In some cases users even brought their home lappy to office to seek help from IT dept (as they sometimes need to work from home.read emails etc). We did have this issue with a few lappy that had Win 10 2004.
